As we strengthen and deepen our relationship with the Lord, especially at this season of meditation, reflection and contemplation, let us also pray to be guided to choose the best people to be our next national and local leaders. Let us look at qualification, performance, ability and commitment to serve, love and compassion, sincerity, personality, among others.</span></b><br />

<b><span style="color: white;">I believe in making sure that we are ready and prepared to serve Iloilo City with excellence. After graduating AB Economics from Ateneo De Manila in 2001 (Dean's Lister, 2nd honors with Mcphelin Award for Academic Excellence), I pursued post graduate studies and got my Basic Management Program from the Asian Institute of Management in 2003 (Awarded Best Integration Project), Masters in Public Management major in Local Government Administration from the University of the Philippines OU Diliman Campus in 2006 at age 26 and my Doctor of Management with concentration in Public Management from the Central Philippine University in 2009 at age 29. Moreover, I always attend local and international seminars and training programs to continuously improve myself and learn more skills. We have also organized, led and implemented 18 annual special programs and projects for the benefit of various sectors like, the Dinagyang Danceshowdown, the bloodletting project, LEX ACP, LEX Program, Pabunyag sa Syudad ni LEX Tupas, Kasadyahan Pangkabataan, Ethics & Public Accountability Seminar, Scholarships, etc. We have also authored and passed 16 major and some landmark ordinances like the Anti-Internet Pornography Ordinance, CCTV Ordinance, Children's Welfare Code of Iloilo City, the lowering of Amusement taxes on concerts, etc. and 41 resolutions focusing on the poor, women, elderly, children, tourism, information technology, and trade and industry. As such, I am honored, blessed and thankful to have been awarded twice, the Dangal ng Bayan Award for City Legislative and Service Excellence and to have the highest performance approval rating by the City residents as seen in the results of the RACI Survey on such. We are also glad to be the consistent top choice of the Ilonggos based on reliable and scientific surveys. These are results of our cooperation, collaboration and partnership. Without the support and trust of the Ilonggos of Iloilo City all of these wouldn't have been possible. I owe my post and what we have achieved to them.</span></b><br />

<b>Last October 2012, I decided to run for my third and last term as Iloilo City Councilor. We will continue what we have started as we have committed to serve to the best of our ability the City of Love, the City I love the most, Iloilo City. We focused on serving the youth, women and elderly on our first term (2007-2010) and expanded this as we added fathers, parents and families on our second term (2010-2013). We have passed numerous meaningful legislative measures and institutionalized annual special projects and programs. We stood for the Ilonggos most especially the poor and defenseless. </b></div>

<b>I am honored and blessed to have been elected as the youngest City Councilor of Iloilo City (without any political pedigree in the City or any previous post before running for the post I hold) at the age of 27 during the 2007 elections (the minimum age to run for a highly urbanized city is 23) with more or less 73,000 votes. I am very much thankful and humbled for being re-elected as the top or number 1 City Councilor (based on the most number of votes garnered) during the 2010 elections with more or less 93,000 votes. I am also lucky to have the support of socio civic organizations, barangay officials, city officials, the youth, women ,elderly, parents, and more..that is why I have been able to deliver programs and projects, as well as pass local laws for the benefit of the City in general. Furthermore, I couldn't stop showing my gratitude for the biggest honor and recognition that has been continuously bestowed upon me (more than the Most Outstanding City Councilor Award I was given and the Legislative Service Excellence Award and the academic excellence recognitions) by the people of Iloilo City through the various and multiple scientific and reliable voter preference surveys that show that we have been the consistent top choice or number 1 choice of Ilonggos for City Councilor since 2010 up to this very day. I am deeply honored and grateful. This wouldn't have been possible without the strong, warm, unwavering and solid support of the Ilonggos but for me, it is the people of Iloilo City who are number 1. </b></div>

Thank you to all who helped me celebrate my bday with socio civic projects for poor kids and indigent families. My day started at 7am with a mass in St. Clement's with my wife & daughter and all barangay officials. Then we went to the Sports Complex for the Liga Day. It was followed by my annual special bday proj, Ang Pabunyag sa Syudad ni LEX Tupas yr 5, a mass baptism for poor kids with their indigent families. After this, we went to the Universal Peace Federation Interfaith Event. I was chosen as Ambassador of Peace of UPF last Dec 2011. My day continued with an event with the Red Ladies of Iloilo City in Molo and a Fiesta Event of Barrio Obrero, Lapuz. It ended with a late dinner with my wife & daughter together with Nanay & Tatay and my bro at 9pm until 10pm. What a long day but a very memorable and happy one. In each of the events, people sang happy birthday to me..thousands of people and they made me feel loved and special. I am also glad to have finished an executive certificate program from the Asian Institute of Management, the Basic Management Program (2003). I am privileged to have obtained my Doctor of Management with concentration in Public Management from the Central Philippine University just a few months after I turned 30 (2009). Moreover, I have attended regional, national and international summits and conferences. The most recent is at the Theodor Heuss Academy in Gummersbach, Germany.<br /></div><div style="font-weight: bold; color: rgb(51, 51, 255);"><br /></div><div style="font-weight: bold; color: rgb(51, 51, 255);">I dream to have a chance to be able to study even just an executive program at the Harvard Kennedy School of Government in the United States of America but as of the moment that still remains a dream given the constraints in resources and time. Most recently, very good study opportunities came my way. One is a call from one of the officers of the school administration of one of my former Alma maters for a possible scholarship in another country. I am honored to be considered but I am currently not too keen about this given that I have to leave the country most especially Iloilo City for almost a year to be able to finish it if I will be lucky enough to get the scholarship. Having a family of my own and being responsible to my duty to them and to the people I serve in Iloilo City, it seems to be such a long time to be absent and missing in action in my beloved country and city. The second opportunity for study advancement wasn't planned. It just happened when my wife started working in Manila this January 2012 and I started to miss her and my daughter so much. I suddenly had free time during late afternoons (after 5pm) and early evenings during the weekdays. It is not everyday that I have a sponsored and organized special project, event, fiesta or social gathering that I have to attend to or afternoon and evening classes in my job as associate professor of the Graduate School of CPU. Thus, I was looking for something worthwhile. I wanted to make myself more productive. I considered taking up Law as something that would keep me busy while also adding up to my skills and training as a public servant aside from what I have learned in my Masters and Doctorate degrees which are both focused on Public Management.<br /></div><div style="font-weight: bold; color: rgb(51, 51, 255);"><br /></div><div style="font-weight: bold; color: rgb(51, 51, 255);" id="yui_3_2_0_1_1337840630769111">I was hesitant at first because it will be my first study having my own family and I'm not anymore in my 20's. I wasn't also prepared to take the LSAT, the critical analysis exam and the English exam because I didn't have time to review because of my schedules during that time before the exams. I told myself if I pass the LSAT then that's the go signal. I was so afraid to get to know the results. I am blessed to have been informed by The University of San Agustin Law School that I was one of the few (6 to be exact) who passed the LSAT. Now, I am gearing up to start studying Law this first week of June 2012. I always ask permission from my own family (my wife and daughter) so as to have their support in any of my endeavors and also seek for the understanding of the people I serve so that they know that I am not only doing this for myself or for my own family but also to make myself a better public servant. If God will lead me to be a lawyer, then so be it. It will take me 4 years the earliest to complete my Law school and it all depends on my family, my schedules and my commitment if I could pursue and be able to finish it. </div><div style="font-weight: bold; color: rgb(51, 51, 255);"><br /></div><div style="font-weight: bold; color: rgb(51, 51, 255);">I enjoy learning. I am blessed to be able to pursue post graduate studies and executive programs. I believe that education is a treasure that can never be stolen from us. In the Recent RACI Election Preference Survey conducted February to March 2012, I am honored, humbled and blessed to still be the top choice for Iloilo City Councilor with a very decent and strong lead from the second placer and a commanding lead from the third placer and onwards. For Iloilo City Vice Mayor, I am second in rank in the survey next to the incumbent.<span style="mso-spacerun:yes"> </span>This became possible because of the strong and continuous support of the people of Iloilo City. Thank you Iloilo City.</p> <p class="MsoNormal" style="text-align: justify; font-weight: bold; color: rgb(255, 255, 255);">Just a few months ago, a RACI Performance Satisfaction Survey was conducted and we were also honored and blessed to receive the highest performance approval rating of a City Official especially in the City Council. Months before that, we were honored to receive the Dangal ng Bayan Award for Legislative and Service Excellence for the second time from CONPHIL in Ateneo De Manila University. </p> <p class="MsoNormal" style="text-align: justify; font-weight: bold; color: rgb(255, 255, 255);">These awards and recognitions are neither for me alone nor for my family but this is because, due to and for the people of Iloilo City. </p> <p class="MsoNormal" style="text-align: justify; font-weight: bold; color: rgb(255, 255, 255);">I did not strive to get awards or recognitions but rather I worked hard to render excellent public service to Iloilo City through legislative measures and special projects and programs. The people of Iloilo City took a risk on me in 2007 when they made a new face and a new name the youngest elected City Official despite the challenges and obstacles that came my way during that time. </p> <p class="MsoNormal" style="text-align: justify; font-weight: bold; color: rgb(255, 255, 255);">I am more inspired and energized to serve Iloilo City with continuous excellence and with commitment, integrity, honesty, transparency, good governance and passion. I strive to make myself a better public servant through continuous education by obtaining my Masters in Public Management major in Local Government Administration from UP Diliman Campus OU in 2007, by obtaining my Doctor of Management specializing in Public Management from the Central Philippine University in 2009, by attending international and local seminars, training programs and forums, and I am presently planning to take up Law in the near future if time permits and if it will not affect my personal and public responsibilities and duties. Furthermore, I also observe and implement best practices in the local and international government administrations as well as in Public and Private Partnership Programs. We will only be successful if we work together as a team and as partners. Great things happen when we unite, work harmoniously and think of the good of the communities and for Iloilo City in general.</p> <p class="MsoNormal" style="text-align: justify; font-weight: bold; color: rgb(255, 255, 255);">To be honest and I have been saying this from my first term until now, I believe that power is only temporary and it is from the people of Iloilo City. Some can withstand losses for a certain period of time before they realize profits and others accept defeat and close during times of economic downturn. Furthermore, there are some who would like to have the best of both worlds. A fixed monthly income to be sure that there is something that comes every month while having their own small business on the side that may possibly add to their expected monthly income. In this instance, time management and prioritization is key to making both things work well. Some may experience success for both and some might just want to try having a small business while having a fixed expected monthly income to know if a business is something they would want.
