DKDS Yr 5 2nd Elimination

The second elimination round of one of my major annual special projects, the Dinagyang Kapamilya Danceshowdown yr 5 was a tremendous success. It was the first time that more than 20 dance groups joined in just one elimination round. More than 30 dance groups in total joined the two eliminations. Only the top 10 were chosen by the judges. We will have our grand finals on Jan 20, 2012. See you all again.

God has plans for each of us. It is said that when a door closes, a window opens. This is so true with the presidential appointments of my father and brother.

God knows what is best for us. We should trust Him. This is of relevance to the appointments of my sister and the acceptance of my wife to her dream role.

My brother, former 3 term Barotac Viejo Mayor Raul C. Tupas (former Captain of the Special Forces of the Philippine Army) was appointed by Pres. Noynoy Aquino last September as Department of Agriculture National Director 3. He was also given special order by Dept. of Agri. Sec. Alcala to be his Technical Assistant for Regions 6 and 10. Congratulations again bro and continue to do well for the Ilonggos, the farmers and the nation in general. Good luck and God bless.

My father, former Barotac Viejo Municipal Mayor, former Region VI Assemblyman, former Congressman of the 5th District of Iloilo and former Governor of the Province of Iloilo Atty. Niel D. Tupas Sr. was nominated by Pres. Noy just this 1st week of November as Philippine National Oil Company Exploration Corporation (PNOC EC) Executive. Congratulations again Tatay for being PNOC EC Director. Continue to do well for the Ilonggos, for oil and energy consumers and for the nation. Do well and God bless.

My sister, Nielette Tupas Balleza was also appointed about 7 months ago as PCSO National Consultant. She has helped a lot of people who need medical assistance and has assisted the PCSO Chairman in numerous programs and projects. She graduated Magna Cum Laude from UPD and was under the BAMA Honors Program.

My beloved wife, Dr. Candice Alumisin-Tupas worked hard to gain a slot to become a dermatologist resident. She passed through the qualifying phase, got exams, passed requirements, was chosen from the numerous applicants to join the pre-residency phase (only 15 were called) until she was accepted to join as Derma Resident of a State Owned Hospital (only 2 of them were chosen if I am not mistaken) and will become a Medical Officer 3 starting January next year. I am so proud of you wifey. Your dream of helping more people will happen. I love you.

Are you willing to risk it all? Are you risk averse? Are you somewhere in the middle?

These are very important questions we need to ask ourselves to know what kind of people we are when it comes to risk and when we decide to enter a particular endeavor.

This is true when it comes to work, career, business opportunities and to the thing we call love.

In deciding whether to be employed, to be an employer or to be both, it is essential to know what best fits our risk profile. There are many who would like to have a permanent employment since it needs no capital and might be considered the risk free choice. Nowadays though even someone who graduated from the best university with the greatest credentials can't be too sure because of the volatile business environment. On the other hand, there are those who are not content with a fixed income and would rather be an employer themselves. This involves risks and it can fail or do well depending on many factors. Some can withstand losses for a certain period of time before they realize profits and others accept defeat and close during times of economic downturn. Furthermore, there are some who would like to have the best of both worlds. A fixed monthly income to be sure that there is something that comes every month while having their own small business on the side that may possibly add to their expected monthly income. In this instance, time management and prioritization is key to making both things work well. Some may experience success for both and some might just want to try having a small business while having a fixed expected monthly income to know if a business is something they would want. There are some who do such and when their business grows they then decide to give up their employment and focus on the business while there are some who do not do well in business and decide to focus on their day jobs instead.

Risk is a part of life. The question is what kind of risk are we ready to handle and manage. Low, medium or high or non at all. In facing risks, we should be ready to win and the hardest part is to lose. If we lose, we should know when is the best time to get out and cut losses.

In entering something whether business, a job or love, we should prepare ourselves for the worst while hoping for the best. As such, we cushion ourselves if and when we fall or exceed expectations when we are victorious.

Let us thus get to know ourselves more. Always remember that not everything we decide to embark on will result to success for us. There are times that we may fail and there are times we need to fail consecutively to be able to appreciate life more, be stronger and to find what is best fit for us. Risks make us better people and by risking, we lead ourselves to growth and betterment.

So, are you all in or it's time to just be on the safe side? Remember, high risk, high rewards but high losses as well and no risk might mean lack of or no growth at all.

Time

Sometimes, we walk through life and disregard what ever comes our way. Apparently, we do such because we take for granted what is, what was and what will be for one reason or another.

Constant changes come everyday. Some we may be able to control but most of it are out

of our control. People that walk by us, may never walk by us again. Friends that

are here, may never be here again, our family and loved ones, may be present for now, but

the inevitable will always happen. Not now but soon and accepting such might be good for us so that we cherish and value them always.
Some are young, some grow old, but age is not a matter of how long, but of when,

when our time is up, when our days are numbered and when we should leave, we have

no choice, our options are never open, it is said to be a one way ticket.

Just like men and women in the military, they are called, at certain times called to war, they leave and come back

at not their circumstance, but by a matter of time. They do not have time in their hands.

What they have is time to spare. Limited and sometimes unreasonable time.

They may say they need to leave but some of them might never come back.

Time, we may have it, but how much? how long? . . .

Indeed live, love, and never take life for granted. We may awake, every morning with the

same routine, same tasks, but let us be grateful, because we have life to live.

Let us take time and make time for people we love and good things. Let us not forget, that time is one of the most precious gifts

that we have or possibly the most precious one. Keep it, make it worth your while, because once it slips out of the window, it

will never come back. Time wasted is time that will never be taken back.

So what is now, what was, and what will be, is of our own making. It is a decision that is up to us.

Let time be one of our utmost concern. Time is a commodity that we cannot purchase. As such, let us use time well and wisely. Let us make every moment of our lives and the lives of others we interact with memorable and happy.

No Short Cut to Success

In life, We tend to meet challenges and obligations that we should overcome.. Goals we have to achieve and

requirements we have to pass. If things are done well, this can possibly lead to success.

In life, we cannot lay in a bed of roses. In life, we must go through barbed wires and cross coals of fire to meet our success.

Being human, we have the potential to give up, or to find a short cut. We do such on our path

towards happiness, personal contentment and of course respect for others. Indeed, some people do step on the shoes of others in order for us to attain what we want. We sometimes go to a road that shouldn't have been taken, for a shorter way to success. By doing so we may achieve success, but does it sum up the whole person being you or the contentment because of achieving it the shorter way? Value, appreciation, true contentment and fulfillment might not be present if one always go for short cuts. This might be a reason why a lot wish to win the lottery or inherit big so that things just come so easy but usually they don't value what they won due to it being easy to get and to have.

We must remember, the easy way to success is also the easy way to lose success. We must struggle, we must overcome the odds, and of course sacrifice towards attaining success. Let us go not necessarily the long way or more aptly the right way. Let us work hard for success for with it we gain the respect of others, we gain self respect and we gain our self contentment.

Apparently, the secret to success is determination, patience, commitment, tenacity, focus and of course trust in the Lord and guidance from Him. With all these said and done, we do not need any shortcut to success.

Everybody would like to have a peaceful and harmonious co existence with everyone. Nobody likes having enemies, issues, problems and misunderstandings. As much as we try to prevent clashes and fights from happening, sometimes due to one reason or another it happens to the best of us.

Many allow their emotion to influence them and make decisions due to the heat of the moment. When hot heads dominate the scene, reason and logic might be thrown out of the window. Thus, it sometimes results to permanent damaged relationships, bad images, destroyed reputations and personal or group conflicts. Thus, some people might wish they should have thought of it much better before doing something or saying something. Although, there are instances that even if one tries to settle things well and find solutions, if the other party does not want such, then there is a problem and sometimes legal remedies are needed to manage things.

If there is a chance that issues or conflicts can be settled in a diplomatic manner, so be it. I believe that everything and anything can be talked about as long as both parties are open and willing to resolve the issue. My father always tells me that in case of conflict, it is best to try to find remedies or to exhaust non legal steps to solve issues and problems among and between those in conflict. Some say that if it a problem is resolved, things or a relationship of whatever sort will be much better than before knowing that both parties do not want to break the trust anymore.

At the end of the day, all of us hope to say that all is well and that things are in it's rightful place.

Focus on Strength

We usually hear more experienced or older people tell us to improve on where we are weak. We are suggested to get more trainings, seminars and practices for such areas where we are weak to be better in those things or fields. Some might improve but becoming an expert on those things he or she was initial weak at might be an exception to the rule.

Dr. John Maxwell, a well known book author and global speaker tells us that it is best to focus on our strength rather than our weakness. Many of us take a long time, years and years, or even spend so much and probably lose so much before we take his advice. When we try to focus on our weakness, it is usually very hard for us to concentrate, improve and master it while if we focus on our strengths, we love it, we enjoy it and we have a greater chance to master it.

In our life, time is of the essence. Life is too short. Why focus on weaknesses and possibly waste time doing so if we can focus on our strengths and be masters of it.

Background and Info: This is another annual special project of the Office of Iloilo City Councilor Nielex "LEX" Tupas. This is the second year that this project has been implemented/done or organized and sponsored by Councilor LEX Tupas. Councilor Tupas is the prime mover, initiator and is said to be the first to do such a project. On its first year last 2009 it had SK Chairmen & SK Kagawads as beneficiaries. Now, the special project is in cooperation with the Office of the Sanggunian Kabataan Federation President Ex Officio City Councilor Sheen Marie Mabilog. About 80 incumbent SK Chairmen and a number of SK Kagawads attended/participated. Councilor Tupas invited the following speakers:

1. For SK Budget, Accounting and Expenditures: Director Alfonso Bedonia Jr., Regional Director, Department of Budget and Management - He emphasized the role of SK at the barangay level and also projects that can be pursued for the youth they represent that goes beyond basketball and volleyball tournaments

2. For Ethics: Mr. John Esar T. David, Supervising Personnel Specialist, Human Resource Division, Civil Service Commission Regional Office 6 - He explained and discussed ethics well and explained and expounded RA 6713 or A Code of Conduct and Ethical Standards of for Public Officials and Employees in detail

3. For Public Accountability: Atty. Ma. Sonnette S. Daquita, Officer in Charge, Ombudsman Visayas Regional Office, Graft Investigator & Prosecutor Officer 1 - She introduced the Office of the Ombudsman and emphasized that there are repurcussions to acts inimical to public interest

OBJECTIVES/AIM: To guide/mold young leaders to start well and right with their public service careers; to emphasize the importance of ethics and public accountability while doing their duties; to instill in the youth the values of passion, intensity, idealism, independence, innovation and excellent public service; to ensure, assure and ascertain transparent & good governance with great future leaders of our city and country

Additional details: The new batch of SK Officials arrived very early that apparently did show their interest to learn and they participated very well during the Open Forum after each topic and resource person. All of them also stayed until the end of the seminar that exceeded the expected time it would have ended. Given that this particular special project of the Office of City Councilor LEX Tupas has been very successful for 2 years already, this project will be continued and will have the rest of the SK Chairmen as beneficiaries and will be opened to school councils and youth groups thereafter.

According to Merriam-Webster Dictionary, timing means "placement or occurrence in time timing of the sale couldn't have been better> and the ability to select the precise moment for doing something for optimum effect timing>".

Most of us when we want something, we want to obtain it immediately. If we fail to do so, many get frustrated and disappointed. What might not have been considered in deciding to take on a particular endeavor or objective is if it was the right time to do so.

Timing can and does involve appropriate age, skills acquired and obtained, educational preparation, right environment, best situation and the like.

Timing is very vital for one's success. May it be on the things we want to do and can possibly do. May it be for what we are already prepared for. May it be for what is best fit for us and what we can handle and manage well. May it be what they say that the world conspires for things to fall into place.

As such, let us not only want something and then go for it. Let us be prepared and ready for us to be able to capture the price or reach our goal.

With timing, let us also have the patience to be able to wait for the right time, right situation and right circumstance. As what we always have said, "Nothing good comes easy".

Let us know what is appropriate, right and good for us at a particular time. As they say, "Timing is everything".

Struggle

According to the Merriam Webster Dictionary, struggle means "to make strenuous or violent efforts in the face of difficulties or opposition <struggling with the problem>" and "to proceed with difficulty or with great effort <struggled through the high grass> <struggling to make a living>".

In our daily lives, each of us face challenges, obstacles, hindrances, tests and we struggle with these. Some give up, some give in and some stand firm until he or she reaches the desired goal or objective.

When one is able to withstand the tests of time, as they say, struggle develops strength. It makes one ready to face any challenge given that he or she has successfully withstand one already.

When problems arise and when conflicts happen, let us not get disheartened. On the other hand, it should make us find ways in order to be victorious. Victory does not happen overnight. It might take some time and a lot of hard work, perseverance and patience. As they say, victory does not go to the faster or stronger man but to the man who thinks he can. We should be the first to believe in ourselves so that it will radiate to others as they decide to support and believe in us.

Lastly, struggles will always be there and will always be present wherever we are but always remember God will not give us something we can't handle. As the song goes, "Don't stop believing".

A dove. People of different colors holding hands. The United Nations. These are just some of the symbols of peace.

Peace according to Wikipedia is, "a state of harmony characterized by the lack of violent conflict. Commonly understood as the absence of hostility, peace also suggests the existence of healthy or newly healed interpersonal or international relationships, prosperity in matters of social or economic welfare, the establishment of equality, and a working political order that serves the true interests of all. In international relations, peacetime is not only the absence of war or conflict, but also the presence of cultural and economic understanding and unity". When our countries and the world in general is at peace, things get better in our communities and opportunities are endless for each individual.

As we watch news on TV or read magazines and news as we surf the internet, we get to know about conflicts between and among countries or within their territorial jurisdiction that lead to chaos, misunderstanding, war, injuries, deaths and economic failures. The wars and riots in Europe, The Afghanistan War and the political instability in the Middle East are just some of the few examples of such. These are the so called man made calamities and crisis. Me and many of my friends that I have talked to about such feel and think that there are so much problems and concerns happening around the world and the victims are usually the innocent civilians and the families.

As I was blessed to have visited Ho Chi Minh City courtesy of my wife, I saw and understood more about war and its consequences. It does not only involve those who do not understand each other and get their way which are usually those in top management or top offices but it affects the country in general and most especially the women and children not only during the time of war but even after decades or generations thereafter.

A war definitely destroys the economy, the social order, the systems already in place, homes, infrastructure, lives, families and the like. One party claims to be the victor and the other talks about its downfall. What it does not consider is its long time effects to the people and the country. I was shocked to see the pictures of innocent women and children who fell victim to the war and more disturbing are the children who after decades and decades of war were born and are living in a not so normal state or situation due to certain mutations and effects of the chemicals used during the war. I salute their parents who stay strong despite these tests and trials.

So many picture images and real life images have made me appreciate peace more and would want to stay and keep harmony, diplomacy, respect and tolerance with other nations and with other cultures within our nation and even our own communities. As far as I am concerned, war does not do any good. If there are conflicts or misunderstandings, the best way to handle it is through dialogue that deserves patience, commitment and understanding with the best interest of the people most especially their safety and well being as priority. As what is said, "Wala sang indi masturyahan", anything can be resolved by a good conversation. What is important is to go to the table open minded and with an aim to fix things and make things better.

Even in our everyday lives and our own circles, let us retain harmony and be the peacekeepers. In peace, good things happen and we assure a good future for our children and strengthen families.

The day I turned 32. 8/11/11

In terms of age, it is said that when one turns 32 he or she is already beyond the calendar since the most number of days for certain months is only 31. As such, the term is "lampas na sa kalendaryo". Thus, many who go beyond 31 do not already reveal their age.

In my case, I am proud and happy to say and share that last August 11, 2011 I turned 32. I believe that age is only a number and the years ideally show and reveal that we become more experienced, more mature, more ready to face bigger challenges and more willing to grab great opportunities. What remains the same is the celebration of my birthday with and for others.

Since 2008, I have celebrated my birthday with kids and families. It is my way of sharing my blessings and celebrating my special day with those who will appreciate it the most. My twin annual birthday special projects are called the Kasadyahan Pangkabataan ni LEX yr 4 and the Pabunyag sa Syudad ni LEX Tupas yr 4. For this year, the beneficiaries of the Jollibee kids party are the special children and their parents with the help of CSWDO. More or less we served smiles, laughter, games, food and drinks to 100 people. The feeling is priceless to see children smile and laugh as we gave importance to these children as well as the parents and day care workers who find the time, courage and wisdom to take care of them well. In the afternoon of my birthday, we were able to help baptize 32 indigent babies and kids at the Alta Tierra Parish. The babies and kids were accompanied by their parents and God parents. These new God sons and daughters of mine add to the more than 100 God Children that I have as a result of the mass baptism. After the baptism officiated by Msgr. Jamuyot, we treated the parents, God parents and other guests who were more or less 450 people to a reception, unlimited drinks and shakes, gift balloons and diapers, and many more.

What was different this time is that I celebrated my birthday on the day itself. For the past 3 years, I celebrated it on the day of my age but since 32 goes beyond the days of August I decided to do it on the day itself. What stayed the same is the support of generous individuals and groups who want to help in these noble endeavors and this time many more offered help in making the celebrations bigger. I would like to thank my wife, Dr. Candice Tupas who made sure these projects continued and were made bigger, to my Nanay (fmr Mayor Myrna Causing Tupas) and Tatay (fmr Governor Niel Tupas) who always support me in my endeavors, to my parents in law for the strong support, to Cong. Jerry Trenas and Mayor Jed Mabilog who supported the projects, to Fruit Magic for the unlimited shakes served, to Jollibee UPV Branch for the support, to PEPSI, to Aldente and Steps of Rome, to Bayani Cafe, to Zip-O purified drinking water, to my staff, to Glicaz that even on a short notice accepted the job of catering the event, to my media partner for this project ABS CBN Iloilo and also to GMA Iloilo for featuring the event, to my friends from the media, to Randy, to the Alta Tierrra Parish that has been the home for this project for 4 years already, to the people who would like to stay anonymous and just would like to support this endeavor, to my leaders, friends, relatives and supporters and to everyone, the gratitude will always be present.

All of you made my day more special and meaningful not only for me but most especially to the young Ilonggos and the Ilonggo families. Let us continue to work for a brighter future for our children and for stronger families in our city.

LEX ACP Year 4

Another special project of the Office of City Councilor LEX Tupas is the LEX ACP or the Labor Employment eXperience Alternative Career Program, now on its 4th year.

It all started in year 2008 as a joint project of my office and DepEd Iloilo City Schools Division. I thought of this project as a way of guiding young students particularly graduating 4th year high school students and graduating college students to choose the right and best fit course in college and career after their schooling. In short, it was a career guidance program. Who would be best to guide them I felt were those already enjoying and thriving in their chosen alternative careers. These are jobs that are not confined to the 8am-5pm regular working schedule.

For this year's LEX ACP yr 4, it was held in the Socials Hall of DepED Iloilo City Schools Division Compound last July 25. Even if it is already on its fourth year so many firsts for the project happened. It was the first time we held the project just barely a month from the start of the new school year. Usually, it was held before the graduation season. The reason why we started it early this year is because we wanted the students to have ample time to decide well and properly for their future. Another first was that the venue was standing room as the ground level and upper level of the socials hall were jam packed and full of about a thousand students in just one time for one event from the various public schools and some from private schools. For the past years, we had about four hundred to five hundred students per year but this time it was double the number. Furthermore, we limited the number of alternative careers and resource speakers to make sure that we had more time for the speakers and for a more fruitful seminar. The topics were about working in Theater by Mr. Kevin Piamonte, Business in the Information Technology Communication industry by Mr. Francis of Acclaim Internet Cafe and Broadcast Journalism by Carol Velagio of GMA TV Iloilo (also the media partner since LEX ACP started). Moreover, it was the very first time we had a lot of snacks, raffle and prizes for our guests and students courtesy of Mayor Jed Mabilog, Acclaim Internet Cafe, Deocampos Barquillos, Zip-O, Fruit Magic, AMA Computer College Jaro Branch and Tibia Fish Spa SM City Branch.

I am very thankful, blessed and happy of everyone's growing support for the project. We hope we have guided our young generation in making well thought of and well informed decisions that is critical in their success in school, career and their lives. We look forward to having thousands and thousands more of students next year as we continue this annual special project and it will be LEX ACP yr 5.

Being Debt Free

Wikipedia defines Debt as "that which is owed; usually assets owed, but the term can also cover moral obligations and other interactions not requiring money. In finance, debt is a means of using anticipated future purchasing power in the present before it has actually been earned. A debt is created when a creditor agrees to lend a sum of assets to a debtor. In modern society, debt is usually granted with expected repayment; in most cases, plus interest".

Debt or commonly termed as "utang" in our country is literally so common that it is hard to find people who do not have debt at all in one way or another. There are some who incur debt to have capital for their business endeavor, to buy a car or a house, to go to school, to have extra funds for other purposes and some just use their credit cards or take loans to buy wants that they might not be able to afford without the loan.

I hear a lot of people who couldn't wait to receive their salaries because they need to pay debts or say that they have a very small take home pay due to automatic debt payment deductions. I have also heard about people burying themselves in loads and loads of debt some due to wanting so many things in life that might not be needed at all or due to their gambling activities.

Sometimes, a lot of people don't notice that they are just paying for the interest for the loan and not yet the loaned amount itself. This leads them to years and even decades of being in debt.

Who doesn't want to be debt free? Who wants a stress free life? There are suggestions on how to manage debt and be debt free. According to wikihow, there are five main steps to make this happen or possible. First, one should assess his problems. How much money do you owe and to who or whom? What ways can one pay for it just like the need to get another job or to sell some of his or her things. Second, one might need to change his behavior. If debt is due to overspending or deficit spending, one should do some budget planning. Furthermore, a good suggestion was to bring a frugal friend when shopping to give good advice. Third, it is best to itemize one's highest interest debts. Start with credit cards since they usually have 3 percent and above per month interest rate then car payment next mortgage, etc. Moreover, it is advisable to pay off the one with the biggest interest rate and to pay off the loan with the smallest balance left. Fourth, if priority debt is payed off, the amount used for it on a specific time basis can be used to pay off the next prioritized debt. Fifth and final step, try to prevent having debt. Every pay check or profit sharing, put aside some money for necessities, bills payment and savings. Also, put aside money for non-necessities so that one can buy a want without incurring debt. If one uses his credit card, it would be good to pay it off in full every month so as not to incur finance charges.

According to wikihow, "Most people try to live beyond their means to temporarily improve their quality of life. This only makes things infinitely more difficult in the future, and impossible to overcome in older age". There is nothing wrong with enjoying life and living the good life but this might get complicated if we put ourselves in debt that leads to stress and years of struggle. Lastly, there is nothing wrong with taking loans most especially if it is due to an emergency or a need for (additional) capital to be more productive so as to earn more.

Bullying

Wikipedia defines bullying as "abusive treatment, the use of force or coercion to affect others,particularly when habitual and involving an imbalance of power. It may involve verbal harassment, physical assault or coercion and may be directed persistently towards particular victims, perhaps on grounds of race, religion, sex or ability. The "imbalance of power" may be social power and/or physical power. The victim of bullying is sometimes referred to as a "target." Bullying consists of three basic types of abuse – emotional, verbal and physical. It typically involves subtle methods of coercion such as intimidation. Bullying ranges from simple one-on-one bullying to more complex bullying in which the bully may have one or more 'lieutenants' who may seem to be willing to assist the primary bully in his bullying activities. Bullying in school and the workplace is also referred to as peer abuse. Robert W. Fuller has analyzed bullying in the context of rankism. Bullying can occur in any context in which human beings interact with each other. This includes school, church, family, the workplace, home and neighborhoods. It is even a common push factor in migration. Bullying can exist between social groups, social classes and even between countries".

Most of us have probably experienced dealing with people who feel superior than us and would not only stop in acting superior but would even do things such as bullying to show their perceived strength and authority over us. Thus, it becomes disrespectful. Bullying as what was mentioned in the previous paragraph can happen anywhere, at any time and to anyone. Bullying can result to one being afraid, paranoid, intimidated, controlled, abused, exploited, disrespected and put down. Apparently, bullying is an act of exerting power over someone.

I feel for the student being tripped on, the so called "misfits", the unique and different people, the small people, the underprivileged, the faceless, the voiceless, the less influential people who are going through or have gone through bullying and all those who allow themselves to be bullied. The fear in their eyes every time they see the bully and the paranoia they experience after getting bullied are things that we get to notice from them. Some cry, some shiver, some relocate, some change careers, some decide to just stay home, some become distant and some become afraid for the rest of their lives.

Bullying will only happen and will continue to do so if one allows it to. From the onset, we should not allow anyone to be disrespectful and to show force, use threat or intimidation to get their way especially if it is irrational and senseless. If we allow it once, it will just mean that we are giving them the go signal for it to be done to us. Thus, it becomes a habit and a norm for that person to do such an unacceptable act to us. Let us not tolerate it. We should know and learn when and how to stand up for ourselves.

Bullying does not have any place and space in this world, in our country, in our city and in our communities. If one wants to get his or her way, it should not be through bullying but rather through diplomacy and persuasion instead. Let us work well with other people and let us treat each other with respect regardless of age, social status, position, level of influence and power and the like.

Getting Ready for 2012

Have you watched the movie 2012? It shows and depicts world disaster. It was about another flood of astronomical proportion that wipes out everything in the world except those who were able to ride the steel man made ark that cost 1 billion euros for each seat in the ark. A chain of natural calamities preceded the flood such as solar fare, earthquake and tsunamis and more. It was a movie that seemingly showed the end of the world and the movie goer was glued to his seat from start to finish with the element of fear and suspense present.

With what is happening in recent weeks and months to various parts of the world, some people are afraid that 2012 might be the year that the world will come to an end but just like the movie, it didn't end. There were people, animals, plants and things that were saved that gave a new day and new beginning to the world. I am not saying that it can happen. What I am saying is that with prayers and appropriate preparation, the end is far from happening but we have to be ready for possible changes in our world. Actually, when it comes to natural calamities and disasters, we can never be too ready but at least by being prepared and knowledgeable, we can make well thought of, well informed and appropriate decisions. On the other hand, for man made disasters and calamities such as wars, we can definitely do something about this by letting cooler heads manage and handle things and using diplomacy and discussions to fix issues and concerns.

The morning of the day the earthquake and tsunami hit Japan, I attended a Crisis Management Seminar organized by the (Department of Interior and Local Government) DILG. During that time, I was asking colleagues present about how prepared is the Philippines when it comes to natural calamities since I noticed for that morning the focus was more on man made or man caused issues and problems. The night before that I was watching a well known prime time news TV program that did a survey asking viewers if the country was ready to handle and face well a massive natural calamity and the resounding answer was no. With such, I think it is an indication that we have to focus on trainings, seminars and purchases of basic and necessary equipments needed to handle and manage unexpected calamities if and when they happen.

Crisis Management, according to Wikipedia, is the process by which an organization deals with a major event that threatens the organization, its stakeholders or the general public. Three elements are common when they say crisis, namely, threat, element of surprise and a short decision time.Crisis Management deals with threats after they have occurred just like what happened after the onslaught of Typhoon Frank that hit Iloilo City and the like. We apparently were not prepared and ready for such. Given such, I would prefer and strongly recommend that we consider to shift from Crisis Management to Risk Management. Risk Management involves assessing potential threats and finding the best ways to avoid those threats. Prevention, as they say, is better than cure. Furthermore, it is better to be safe than sorry.

We should ready ourselves not just for 2012 or the fear of what that year might bring but let us be prepared everyday and equip ourselves with knowledge, skills, facilities, equipments and other things needed in order for us to face calamities, dangers, disasters and crisis well and appropriately. When we are prepared, we can save lives of others, our loved ones and our own.

We pray for harmony and world peace. The numerous natural and made made calamities happening in our world today might serve as reminders for us that time is of the essence to love others, to serve well, to be good and to pray. We do not know what will happen later or tomorrow and thus we should live our lives the best way we can because the day might be our last.

The respondents were 18 yr old and above residents of Iloilo City. I am honored, humbled and blessed to get the highest net satisfaction rating of 60.3%. The Best Tourism Event in the Philippines, the Iloilo Dinagyang Festival main events are fast approaching! The drum beats are stronger. The merrymaking is becoming louder. The millions of tourists will arrive in the next few weeks. The street parties will happen again.

Every 3rd Sunday of the first month of the year, Iloilo celebrates its biggest festival. Many want to watch the Ati tribe or Ati warrior competition. Some enjoy the food festivals. Some visit Iloilo because of their friends' invitations. Some want to party in the streets and in the night establishments. Some just want to enjoy and meet new people. Whatever the reason is, what is certain, the Iloilo Dinagyang Festival brings in tourism, economic boost and livelihood to Iloilo City and its people.

For this year, the Iloilo Sports Complex has been added to be one of the areas where people can watch and enjoy the Dinagyang Main Event Competition. The stadium in the Iloilo Sports Complex can accommodate thousands of Ilonggos and tourists. This means more people will have a chance to witness the World Class performances. We are also looking forward to knowing who will represent Iloilo in the national and international events as Dinagyang's grand champion. The grand champ will be given a cash prize of P150,000. There are also runner up prizes, minor awards, special awards and opening salvo awards. Aside from the Dinagyang highlight event on January 22, 2012, we also have the Kasadyahan Regional Cultural Competition on the 21st of January, the Miss Iloilo Dinagyang, the Tambor Trumpa Martsa Musika, the Dinagyang Pyrolympics: 2012 Luces in the Sky and my very own annual special project for the youth, the Dinagyang Kapamilya Dance Showdown year 5 on the 20th of Jan, 4pm, SM City Carpark. These are only some of the events during the Dinagyang season because there are more. As such, Iloilo is living up to one of its monickers as the Capital of Festival of the country.

Before the highlight and after the highlight Dinagyang events, we also have the Arevalo District Fiesta, the Jaro District Fiesta, the Paraw Regatta Festival and the Chinese New Year Celebration. There is more reason for us Ilonggos to smile and be happy and more reason for our tourists and guests to visit, chose and stay in Iloilo City.

International Forums and Seminars

I am known by my family, friends and colleagues as one who is frugal and practical. I spend only when necessary and I want to make the most out of every peso I earn and spend. Since I started working (part time) even when I was still in High School and College, I learned about the value of money and it does not grow on trees. As such, I make sure I work on a budget and try as much to save for the rainy days. I have even carried this over to my job that spending should be controlled and to make sure that money is spent wisely. Moreover, I am also the type who has a hard time leaving Iloilo City for one reason or another. I feel that I am so attached to the City of Love that I would need a very valid and important reason to go out of the city such as weddings (mine, my family members and closest friends), anniversaries, visa interview, my daughter's check ups and worth wile training programs and seminars (school related and skills improvement). Given such, It's not easy for me to leave Iloilo City much more the country to go on vacations. What convinces me to go on international trips is when there is an important forum or seminar that I am invited to and I make sure it isn't just a junket trip but one that will be worth the trip and the absence in the city.

Before I became a city official, I was invited and chosen to attend international forums such as being the Philippine-China Youth Ambassador in 2005 where I together with other young people went to various cities of China to study their culture and their political and government systems, in 2006 where I was invited to be a participant to a seminar on running successful political campaigns in Indonesia and in 2007 where I was invited to be an international observer of local elections that were held in Taipei and another city in Taiwan to study its political and public service programs. In 2001, I was sent to the United States of America for some training programs. After I won as City Councilor, some international opportunities also came my way. At the end of year 2007, I was chosen and invited to be one of the participants to the Young Political Leaders Forum in Denmark and as the only elected Filipino public servant. In the year 2008, I was invited to be one of the delegates to the Human Rights Forum in Connecticut, USA and in the United Nations Headquarters in New York City, USA. Now, on my second term, I am once again invited to another international youth forum and this will be in Germany in the International Academy of Leadership. Twenty four young world leaders were invited and I am humbled and blessed to be one of the five Filipinos who were invited after passing through an application process, one month seminar from eighty four applicants to twenty four chosen delegates to the on site seminar. Best of all, these seminars are of no cost to me or the institution I come from. I am honored, privileged, humbled and blessed to be given the various opportunities as mentioned above.

I believe in continuous education and in improving leadership skills for my personal development and for the benefit of the people I serve so I could give excellent public service. Iloilo City deserves competent, intelligent, compassionate and committed leaders. Aside from finishing my Masteral and Doctorate degrees; forums, seminars and training programs on public service, political systems and leadership skills serve as avenues for me to improve and be a much better public servant.

There is so much to learn and there is always a room for improvement.

Heritage Incentive

There is a saying in the vernacular that goes, “Ang indi makabalikid sa ginhalinan, indi makakadto sa palakadtuan”. We should learn and understand our past, to appreciate the present and prepare well for our future.

Heritage is about legacy, inheritance, tradition and custom. In our history subject, we have discussed the glory of the past including the time Iloilo was colonized as well as it being called the Queen of the South. It has been decades since then but Iloilo’s glorious past can still be seen and remembered through the stories of the heritage structures, buildings and houses that stood the tests of time.

One of the many ordinances I have authored, worked for, and passed in the City Council is the Ordinance adding incentives for houses, buildings and structures that have been declared or to be declared as heritage sites by the Iloilo City Cultural Heritage and Conservation Council (ICCHCC). This all started when Engr. Ramon Hechanova, one of the philanthropists who live in my home barangay MV Hechanova, talked to me in one of the events I went to. He mentioned that he and other people who have long lived in Iloilo City have opted to allow their homes and buildings as tourist attractions as they symbolize the rich culture and past of Iloilo City. The ICCHCC is given the mandate to recommend and to declare heritage sites the City Tourism Office (CTO) is responsible in the tourism promotion of the city. Engr. Hechanova added that he doesn’t live in the house anymore and is responsible for its preservation, reconstruction and maintenance and further asked if the city can possibly help him and others like him in their endeavor of making sure that structures that can be considered or are considered as heritage sites are preserved well. I told him that I will see what I can do. I then requested for a meeting with Dr. Kristin Trenas, the head of the ICCHCC and with the other members as well as the Iloilo City Planning and Development Office together with the City Tourism Office. We talked about what was presently happening, what would be the ideal and what they would suggest we can do about it. I also listened to the concerns of people working in the tourism industry as well as tourists who have visited the city in terms of the need to have more tourist attractions and destinations in the city worth visiting. I then decided to amend the existing ordinance on Heritage sites and to give an additional incentive to the owners of the declared and to be declared heritage sites by the ICCHCC as a form of support by the Iloilo City Government. Furthermore, I also talked to the City Treasurer’s Office, the City Assessor’s Office and the Office of the City Mayor as the ordinance deals with assessment and taxation. The incentive I proposed to be added was a 50% reduction on their annual Basic Real Property Tax on Structure. The amount was not that big to affect the collections, expenses and expected income of the city but it was good enough to support the owners of the structures to preserve, reconstruct and maintain as they usually do not use the structures anymore for residential or business purposes but mainly for heritage. In other cities, the local government units even give monetary support to maintain and preserve their heritage structures but checking with the Local Chief Executive that Iloilo City has a limited budget, we thought of making their basic RPT on structure as incentive instead.

It took about a year and six months before the ordinance was finally approved due to certain reasons but it was worth the work and the wait. I have already met with the stakeholders I initially talked to before I worked on the ordinance and even with the various groups who work on tourism promotion as well as the business groups. In the next weeks to come, I will be meeting with the ICCHCC as well as the owners of the heritage sites. This particular ordinance aims to to preserve heritage, boost our local tourism and further enhance the local economy of the City of Iloilo.

I would like to thank again all the stakeholders including ICCHCC, tourism focused groups, business groups, all the members of the city council (past 2007-2010 and present 2010-2013) for supporting my ordinance, the media, Engr. Hechanova for talking to me about the issue, my staff and the Lord for making this happen. It feels great to see a plan pan out until its final approval and implementation. Each and every ordinance that passes on final reading that I have authored or co-authored gives me a different feeling of fulfillment. In addition, since this ordinance talks about taxation, its collection with the additional incentive will happen during the next tax collection cycle which is next year.

I still have a number of ordinances that I am currently working on to be passed on final reading by the present council that deals with the environment, the attraction of more investors to choose Iloilo City, the moral guidance of young people in using the internet and for the safety and well being of the residents and guests of the city.

I will constantly listen to the people of the city and always observe on what we could possibly do to help make Iloilo City a better place to live in. I will do my part in the legislative body and even go beyond it by bringing innovative special programs and projects to the city with the help of the people of Iloilo City. I can’t do this alone. I continue to need the support of Iloilo City. When we are united, we can make great things possible.

I am proud to be an Ilonggo. I am proud to be born in Iloilo City. I am proud that my roots can be traced from the Municipality of Barotac Viejo in the 5^th District of Iloilo. I am also proud to have chosen to reside in Iloilo City specifically in MV Hechanova, Jaro.

I am honored and privileged to be given the strong support and trust of the Ilonggos especially the city residents for giving me a chance to serve them as the youngest city councilor at age 27 in the year 2007 and re-elected as the number 1 city councilor in the recently concluded 2010 elections. Service has no boundaries and limitations. It has been my boyhood dream to be of service to Ilonggos in an official and elected capacity. To the almost hundred thousand Ilonggos who support me, I will forever be grateful. I will continue to give you excellent public service. You are my strength and my boss. Iloilo has not only been good to me in terms of my public service career but also in my other endeavors.

When I transferred my residency to Iloilo City, I was blessed to be given a chance to mold young minds by being a teacher and professor. I was even ranked as number 1 teacher of Iloilo National High School. Moreover, I enjoyed the exchange of ideas with my students in the post graduate lectures and courses in John B. Lacson Foundation Maritime University, the Philippine Christian University and the St. Roberts International Academy. Aside from teaching, I have been also invited to be guest lecturer, guest speaker and resource person by various schools, universities and organizations.

In the field of communications, another blessing came my way when I was invited by Y’d Screen Productions to co-host a cable TV show that focuses on youth issues and activities. Until today, now with my own tri-media production outfit, LEX Express Artistic Productions (LEAP), I am the solo TV host, radio anchor and newspaper columnist of LEX Talk. It is said to be the first tri-media youth oriented show in Western Visayas. Thank you to everyone who has supported it for almost four years already.

It is also in Iloilo City that I took up further education and just last year earned my Doctor of Management with concentration in Public Management Degree from the Central Philippine University and I am said to be one of the youngest to have earned such at age 30. It is the first school I attended in Iloilo since I attended various schools (LSGH, ADMU, AIM, UPD) from kinder to Masters in Metro Manila. Thank you to all of those who believed that I can earn it even at a young age especially to my professors in CPU as well as the Dean. I believe in continuous education and that we have to improve ourselves always.

In my personal life, I have met my closest friends, associates and God parents here in Iloilo City. As they say, real friends are few and that’s why I cherish them. One of my closest friends (God brother) who I met in Iloilo City is even the reason why I met my wife. He set us up and convinced me to take a chance on a very beautiful, pure, religious, compassionate, honest, trustworthy, intelligent woman who is a medical doctor and who comes from a good family. I am so blessed to have found and kept a rare find, an awesome girl and a great catch in the person of my better half.

Thank you Iloilo especially Iloilo City for changing my life for the better.

Instituting Change

Change as defined by Microsoft Thesaurus is about alteration, modification, transformation and amendment. Introducing change is said to be not easy since it would deal with a break from what some people are used to, a routine and sometimes tradition.

When one institutes change, it is ideally for the purpose of making things better and making thing most appropriate to the times and the legal decrees. The agent of change, therefore, should be someone who truly believes in the need for such, one who can stand by it and one who can withstand any hits and throws from the people who resist change and would like to retain the status quo even if it isn’t anymore fit and right to the situation and the community.

Given that there are various stakeholders, different views, various interests in play, pushing for change can happen with commitment, perseverance and courage. Some people will definitely not appreciate the need for change at the onset but eventually if things are done well and right, its good effects will be felt and recognized by all.

It has been said that some people fear the unknown and what is yet to be done but we have to be open to new things especially if they are meant to make things better. I value tradition but I also would like things to work for people now and our present situation.

I would like to believe that as a young and idealistic individual, I am bringing in innovative programs and I also help in bringing about beneficial and rational changes in our institutions and communities. As I have said in my first term when doing projects, pushing for ordinances and making stands, I am very much willing to put my political career and name on the line in the pursuit of making things better in our beloved city. It is not about me or my personal interests but it is about what is best for the City.

I will always do what is best and right for the city and its people I serve. I will abide by the Constitution, the Local Government Code and its Implementing Rules and Regulations and other legal decrees. I will stand firm with decisions that are fair and just. I will not allow any pressure from an individual or groups to influence my decisions especially if it is not for the good of the city in general. I am thankful that my family, friends, colleagues and acquaintances respect me for my being independent minded. Furthermore, I made sure and I will continue to make sure never to commit to anything that I cannot deliver or that I do not have the authority and power to make it happen.

Let us work for a better Iloilo City. Let us always practice diplomacy. Let us focus on suggestions and positive discussions in order to bring changes that are needed by our institutions and our society. A secure and sincere leader is someone who listens, talks to everyone, is open to changes and will never just do anything for his personal gain.

Being Independent Minded

Being independent is about being autonomous, self-determining, free, on your own and unconstrained.

Who wouldn’t want to make their own decisions? Who wouldn’t prefer making voluntary actions? Who doesn’t like being trusted to make independent, personal and well thought of decisions?

Apparently, independence involves trust, responsibility and accountability.

Trust is defined by Microsoft Thesaurus as faith, belief, confidence, rely on and hope. Trust goes both ways. It is afforded to the person that he or she can manage well and make proper decisions on his or her own. It is also about believing in oneself to make a good and right decision.

Responsibility is defined by Microsoft Thesaurus as job, duty, task, dependability, reliability and trustworthiness. To be responsible is to know one’s role, job and to make sure that it is done well and properly. It also is in line with being professional. The book Jesus Christ CEO defines professionals as people who stay focused on the successful accomplishment of their mission and do the difficult tasks.

Accountability is defined by Microsoft Thesaurus as answerability. It is about knowing that you face consequences of your decisions and you are willing to stand by your decisions.

Maybe some would add more ingredients and factors in being successfully independent but at the end of the day it is about making sure that we decide well, we analyze well and we can live by the decisions we make.

I am blessed and grateful that I was raised to be independent minded. People closest to me since I was young respected my decision even if sometimes isn’t the most popular one but what I felt was right during that time. I’m not easily swayed by peer pressure or group think which makes me more objective regardless of emotional attachments or affiliations.

It is best for us to decide for ourselves. Let us trust ourselves to make the best decisions. Let us not decide based on emotion, pressure or impulse but rather on what is best for us, for others involved and for all stakeholders that might be affected by such a decision.

By being independent minded, we can make rational decisions that we can defend, be proud of and we can stand by with.

Would you want somebody to decide for you even if you might have reservations to what they want you to do or say? Would you want someone to control you? Would you want just one particular person to claim your victory?

Some say that patronage politics is very prevalent in Philippine politics. For an interested individual to be able to serve, he or she should first visit and ask for the blessing of the political God parent of that particular area. In turn, if he or she is chosen to be part of the so called political God parent, he or she gets the strong machinery and endorsement to be able to win the elections. After such, the individual is in political debt that might possibly make him and her very vulnerable to strong influence in decision making on policy and program matters of his new office by the God parent. He or she might not be able to act independently and will always have someone to tell him or her what to do or say.

During the campaign and then the oath taking, we have mentioned in our speeches and committed to serving the people first and to do well for the area we were given the mandate to serve. There was no mention of serving the interest of a particular individual or our own personal and political interests. It was about people first. In my case, I always believe in the City First policy. I adhere to the fact that my post was from and for the people of Iloilo City. Without their support, I won’t be in my post. I am not in my post to serve and please other politicians but rather to serve with excellence and compassion the people of Iloilo City who have given me their trust, confidence and love.

When I first ran in 2007 as the youngest to have ran during that time at age 27, the powers that be in Iloilo City politics were against my running and more so our winning. It was said that they launched mudslinging attacks against me and even apparently provided incentives on a barangay basis to defeat me.

I ran for the first time in 2007 because I felt I could be of help to the city and I could serve as a voice to the voiceless, to give recognition to faces that were not given attention to, and to provide a strong voice for elderly, women and most especially the youth. I did not pass by the traditional route of asking permission and support from the powers that be. I knew it would be an uphill battle and a hard fight but I felt that it was worth the try, the sacrifice, the pain and the tests. The lack of major incumbent political players’ support on my first run actually was more of a blessing on my part because it made me a stronger, well prepared and mass supported candidate. Furthermore, I did not owe political debt to any major political figures of my victory because it was a result of the strong support of the people of Iloilo City. Thus, I owe my post to the people and that is why I put their best interest in every decision I make. With such, I am blessed to have an independent mind that puts City First above political affiliations and above personal interests.

Even in the legislature or the City Council, I have practiced diplomacy, reaching out to various political groups and bi partisanship. I work to develop good working relationships with members of the opposition, administration and independents. I forget politics and put the best interest of the city as my top priority. In the ordinances I have passed, I have co-authored or co sponsored it with colleagues from different political affiliations. Moreover, even in the committees, I have chaired and I am Chairman, I choose the Vice Chairmen and members who I feel are best suited for the post regardless of political color. Maybe for some who have political masters, they would only limit themselves to their own political groups and might not be as friendly to others.

In the implementation of my special programs and projects, I have worked with government and the private sector and the beneficiaries are not necessarily only those who have supported me but even those who did not. I even choose to give projects to all barangays regardless if I won strongly there or not and even if they have a big or small voting population and regardless if the barangay officials are on my side or not. I am a City Official of the whole City and not only of those who voted for me.

I am so thankful and blessed to be independent minded because it has given me the leeway to be able to do my roles, responsibilities and duties as excellently as I can without the influence of politics. I am privileged and proud to say that I am my own man.

In our apparently stressful, competitive and demanding world, we experience disappointments, refusals, betrayals, envy and inadequacy. This might lead to boredom, depression or sadness. Well, I would like to believe everyone experiences such so as to appreciate success, approvals, sincerity, happiness and security. Before we compare ourselves to others or think of what we weren’t able to accomplish or have, let us know what we have, appreciate the things we were blessed with and to count our blessings.

I am blessed and thankful to have been trained by the schools I went to and to the family I belong in to always appreciate what I have. I was also taught that humility is a sign of security, selflessness and of being good-natured. Furthermore, I was told that life isn’t a competition but rather it is about how one can be a productive member of the society and that life should be about unity and working hand in hand for a better community. It might be a dream to work for a perfect society but as they say it won’t hurt if we work for a high goal so that if we won’t be able to hit the mark at least we tried and hopefully we reached something close to it.

In life they say, to appreciate what we have and to recognize such it is best that we count our blessings and for this article I would like to count mine and to share with you how grateful and humbled I am with such and in no particular order.

I am grateful for the opportunities of developing my leadership skills in the local and international scenes. I was chosen as Philippine China Youth Ambassador that went to various cities in China, delegate to the young political leaders summit in Denmark, observer of the local elections in Taipei and Kaohsiung, participant of the Running Successful Political Campaign Seminar in Indonesia, delegate participant of the United Nations Seminar on Human Rights in the United States of America, Kabataang Liberal Seminars and Training programs in various parts of the country being the National Executive Vice President and former National President for Students, Philippine Councilor’s League and the National Movement for Young Legislators Seminars in various parts of the country, and as Student Council Officer since my high school to college days.
I am privileged and honored to have the strong support of Iloilo City and for its warm welcome when I transferred my residency. Also, for supporting my stint as a media personality as TV Host, Radio Anchor and Newspaper Columnist and for giving me the chance to mold young minds and for being ranked number 1 teacher of Iloilo National High School and for having the opportunities to teach in various private schools and universities. Most of all, for trusting a simple, young man who has a vision for the City as Ilonggos made me the youngest City Councilor at age 27 in my first run against all odds and for making me number 1 City Councilor with more or less 93,000 votes in my re-election. Thank You City of Love. I will continue to make sure I give excellent public service. Furthermore, I am blessed to be given the Dangal ng Pilipinas Award for City Legislative Excellence.
I am blessed with a very pretty, sexy, sweet, conservative, religious, pure, compassionate and supportive wife who comes from a good family and who is a Medical Doctor. I am also glad to have great in laws who have warmly welcomed me and who are always there for me and my wife.
I am blessed and grateful to be an expectant father and excited to have my own kid and to work hard to become a great dad.
I am overwhelmed to have the strong support of my Ninongs and Ninangs from all places of society and from my real friends in the political arena and in the various organizations I am part of.
I am glad to work with my staff who shares the same commitment and visions for the City that I have.

I am sure each one of us has his or her list of blessings that we are thankful of. I am sure each one of you after you list your blessings would be glad for what we have and for what was given to us. Before we look at what others have and what we failed to have, let us know and appreciate the things we do have. Most of it are priceless which makes us truly smile and happy. Today, my good friend since he was Congressman and my LP Presidential Standard Bearer, President Elect Noynoy Aquino was proclaimed as 15th President of the Republic of the Philippines. Also, today, he isn't just my chosen president but starts to be President of everyone in our country. At the same time, my wedding God father and our family friend, Vice President elect Jojo Binay takes the second highest post in the country. Although he is from a different political party, he has kept good ties with my family. I feel sad for my God brother and friend, Sen. Mar Roxas but maybe God has better plans for him.

It's time for politics to take a back seat and for excellent public service and unity to take the front seat. It's also time to heal the wounds that the campaign season might have brought about. It's time to rally behind our yellow leader and to give him the chance to do well for our country.

Our role does not end with choosing our new leaders. It continues as we should remain vigilant and at the same time be part of a government of, by and for the people. We should do our role and still take part in making sure there is a transparent, honest, hard working and compassionate government.

Regardless of our colors during the campaign season, it's time to join the yellow team and build the rainbow coalition for the good of our country.

Given that it was the campaign season, I wasn’t given as much of a choice on how to spend my summer or at least a weekend of it. Now that the elections are over, I together with my wife are thinking of a little Rest and Relaxation to recharge and get prepared to go back to our respective work and careers very much prepared to give our all.

A lot of people now are probably thinking of enjoying the last weeks of summer season especially that it is extra hot nowadays given the El Nino phenomenon. Some are thinking of spending their time enjoying the beaches, going to cold getaways abroad or to Tagaytay, Boracay, Baguio, Palawan and other awesome destinations within the city, outside of the city or elsewhere.

The summer seasons gives students the time to unwind and be productive even outside of school, it gives families the chance to bond and have fellowship moments, it also gives employees the chance to have their own outings, it also gives groups, individuals and people in a relationship chances to make their lives more exciting and adventurous as well as spontaneous.

Let us take this opportunity to spend quality time with our friends and loved ones. As they say, no play and all work makes a person dull and less productive. Let us give time for everything including time to unwind and to getaway just for a time.

It's official. I was proclaimed this morning as number 1 or top City Councilor of Iloilo City with 92,227 votes. I was working and hoping to be given another chance to serve the city I love but I was given more than just another chance but a very strong and decisive mandate. Being number 1 is a blessing from God and a gift from the people of Iloilo City.

I am very excited to start on my 2nd term given the strong support and love of the people but I am also pressured given the apparently high expectations of people of me. What is certain is I will continue to give excellent and sincere public service or LEXcellence.

This strong victory is the victory of the people of Iloilo City. Without them, this wouldn't happen. I owe to them my post and it is incumbent upon me to truly show them that I deserve this much trust and I for sure will not fail them.

Before anything else, I would like to greet my Nanay, my mother in law, my wife who's an expectant mother, my sister, my sister in laws and all of the mothers a happy mother's day..these are the first women of our lives and the one's who taught us unconditional love. I salute all mothers.

Going back to the topic of this article entry, we have done our part and have done our best in reaching out to the people and courting them for their continuous support. One day to go and voters will cast their ballot and will hopefully make the best and most appropriate decisions.

I have always put city before self and the city's best interest before my own personal and political interests. I believe and know that the people of Iloilo City and the country in general love our communities and country that they will make well thought of decisions on who we will entrust our children's future to and what direction shall we embark on in the next 3 to 6 years.

Let us continue to work for progress. Let us work together. Let us think of our children and their future. Let us go to the right path.

Time seems to fly so fast...It's only a week to go until election day.

I am very grateful, honored, privileged and humbled that even to the final surveys, we still retained our number 1 rank in the race for the seats in the City Council. Being the number 1 choice is a blessing from God and a gift from the people of Iloilo City. I will strive harder and work more and more to continue giving excellent and quality public service to the Ilonggos.

Thank you to everyone who believes in me and who are supporting me in my quest and journey to continue on being a man for others and a servant of the people. The gratitude will always be present.

It is a great honor and a privilege to be given the chance to serve Iloilo City for 3 years now as City Councilor. As I now ask for another chance to continue serving them with the same post, I entrust my political fate and fortune at the hands of the people of Iloilo City and the grace of God.

It's about three weeks to go until judgment day for us candidates. Going around the city is nothing new to me. Before and after the 2007 elections, I have never ceased to go around barangays as I met, talked to and consulted the people of Iloilo City. I am a representative of the people in the City Council and I should understand them well. To ascertain such, going to their areas and knowing their concerns is a must so that I could do my role much better as a legislator and a public servant. Being in touch with the people I serve is necessary to be an excellent public servant.

Even with the heat of the sun, the hours of walking, the pressing of the flesh, the media exposures and the like, I enjoy being with the people and I am thankful for their warm hospitality.

This coming election is not about Lex Tupas. It's about what is best for the city and who the people want to serve them in the various posts. To God be the glory and I pray that the city decides well.

Thirty days from now, we will be making possible life changing and direction changing decisions for our respective communities and the country as a whole. It is best that we analyze well and look closely at the plans, visions and performance of those who are interested to serve us.

In my case, I am overwhelmed by the strong and warm support of the people of Iloilo City as past and present surveys show us to be on top for the race for the city council. To be number 1 in a highly urbanized city with more or less 250,000 voters is a blessing from the Lord and a gift from the people of Iloilo City. I am honored, privileged, humbled and grateful of such. I am definitely more inspired and given more strength and courage to work well and work harder for the continuous progress of the City of Love.

I am honored, privileged, blessed and humbled by the show of strong support of the Ilonggos for my candidacy. I have felt, seen and heard such during my barangay visits, community visits, sector and organization gatherings, caucuses, consultations and even in my facebook accounts. Apparently, what was happening on the ground or in the various barangays and communities was gauged and measured by various survey firms and institutions. Aksyon Radyo, Bombo Radyo and Random Access Consultants Incorporated surveys consistently showed that we are the top choice for the City Council.

My strength comes from the people. They give me more inspiration to work harder, better and to give continuous excellent service. I would like to thank God for such a blessing, the support of my wife, family, relatives, friends, associates, staff, colleagues, Partido UGYON, KALIPI, Marka Liberal, Mayor Jerry Trenas and the Team USWAG, Vice Mayor Jed Mabilog, Team Palangga and the Liberal Party, the blue angels, the red heart rangers, the various organizations I am part of, also the strong support of the youth, women, senior citizens, erpats and special mention our barangay, district and city leaders of the group that have thrown their strong support for me. Rest assured that I will work for the continuous progress of our city. Kamu ang nagapabaskog sa akun. Kung wala kamu, wala man si Lex Tupas sa pwesto. Kabalaslan ko ini sa inyo. Kamu ang akun boss.

Patronage politics is something a lot of people dislike. It results to inefficiency, bad public service, dependency, warlord type scenarios, misplaced gratitude and awkward scenarios.

The thing with wanting to serve people in an official elected capacity in government is that you need the support of groups, sectors, politicians, political parties, individuals and organizations. This might lead to some deals, compromises or exchanges of favors. As such, this might affect the quality and level of governance and public service.

I am blessed to have run as the only UGYON candidate in the last 2007 elections who was eventually adopted as guest candidate by the Genuine Opposition. I must admit I have a political debt of gratitude but it is not to politicians or political parties but to the people of Iloilo City. My master is not a particular political personality or a political party but my bosses are the residents of the City. With this, I am given more leeway to move around and to have a much better perspective to decide well and independently on what is best for the City of Iloilo in terms of my legislative motions, my special programs and projects and on my stands regarding particular issues.
