by LEX TupasLiving the Dream
Halin sang bata pa kita, may ara kita sang mga ginadamgu nga gusto maging or gusto malab-ot sa ulihi. Ang iban basi gusto maging doktor, maging piloto, maging inhinyero, maging propesor, maging artista, maging abogado o maging politiko nga gahatag maayu nga serbisyo publiko.
Dreams are said to be aspirations. It is the reason why there are young people who join Pinoy Big Brother, Pinoy Idol, Pinoy Dream Academy, local talent programs like Dinagyang Dance Showdown and baranggay talent competitions. These seem to be avenues for them to start living their dream or at least show their talents and skills.
An unsolicited advice, dream big and move mountains. Let us keep our eyes on the prize. Let us keep our focus and not be distracted by anything on our way to success. I always believe that we shouldn’t settle for anything less than what we want and to try everything to reach it no matter what hindrances and obstacles may come our way.
In my journey to serve Ilonggos in a bigger capacity, I hurdled the tests of faith. There were people even some who I thought were my good friends who didn’t believe I can do it. There was also the attack and rumor mongering machine by political detractors out to destroy me and to make me lose hope. There were also misinformation sent about me through the grapevine and the local machinery that was out to prevent me from gaining a seat in the city council.
Also, not only have I reached a seemingly impossible task of becoming the youngest and the freshest face City Councilor in Iloilo City but I have also been blessed in my broadcasting career. I have been TV anchor for almost 2 years. Radio Anchor for more than a year and newspaper columnist since Jan this year.
Dreams do come true as long as you believe in yourself and you work hard for it.
Ilonggos are worth working and fighting for.

by LEX TupasPalabasa ka Libro or Palalantaw ka Sine?
There are so many ways to get information and/or entertainment. It could be through books, the media, peers, movies and the world wide web, among others. Today, let us talk about infotainment wherein we could get possibly both information and entertainment and that is through two traditional ways, the movie theaters and books.
Mas may visual kag audio experience ini.
Halin sadto gatinguha gid ako makabasa sang duha or tatlo ka bag-o nga libro kada bulan.
Reading books is actually something worth wile to do. It is something which can also be a source of infotainment for one as long as we choose the right books which we could learn something new and can reinforce and hone our skills. I love reading inspirational, leadership, personality and self help books. The fact that I have a copy of a particular book on a certain topic that interests me, I can reread it at any time and some of the books I have read have influenced me and my decisions in life. The first book I was able to finish from cover to cover was Dale Carnegie’s “How to Win Friends and Influence People”. It can turn a shy, aloof and loner kid to a sociable, friendly and charismatic person.
Reading books is cool. Try it out sometimes. Again, choose a book that tackles your interest so that you will surely finish reading it and you can’t wait to turn the next page. Well, movies will always fascinate us. We should also choose movies that have substance and not only form.

Focusing on Serving the Public
Some people say there are a lot of distractions in the world and some intentionally try to distract us from our work so that we could not perform at our best. The best way to counter this subtle form of weakening strategy is to continue with one’s work, work harder and to live life and work well so that nobody would believe those forms of distractions.
Sang tini-on sang kalamidad, kadamu nanawag sa akun, nagtext gapangayu sang bulig.
Tini-on para magUGYON kag magbuligay.
In such instances, I have felt how I love Iloilo City. I was deeply affected with the tragedy that happened recently. I was called to action, to move and initiate rescuing, helping and feeding people. Some say that the typhoon is a show of Mother Nature’s wrath of the ecological destruction that is being done by man. I would also like to think that the typhoon made us realize how mortal we are and how uncertain life is. We have to be prepared at all times and we shouldn’t let things pass us by. We should be vigilant and be ready to be called to action at any time. In my case, what happened truly has cemented my love for Iloilo City. As such, my commitment to serve the city has strengthened and my focus in public service is definitely fixed no matter what distractions may come.

by LEX TupasHearsay or Truth?
Hearsay is defined as gossip, unconfirmed reports, unverified data. Kung sa Ilonggo, Kutso-kutso or chismis. The antonym or the opposite of hearsay is fact. Fact is truth that can be substantiated with verified data and complete with figures and testimonies.
Being very young, idealistic and dynamic, it is a good role of the youth to make sure facts are correct and truth is verified. We Ilonggos should always be responsible for our actions and what we say.
Ang akun lang unsolicited advice sa tanan, it is better to be talked about than to be ignored and hambal gani ka iban, ang puno nga damu bunga, ginahabuy. Ara sa tawo ang pagbana-bana kung sin-o ang gahambal ka tuod-tuod. Ang sinceridad indi mapeke. Mabatyagan ina kag makita ka tawo.

by LEX TupasValue of Integrity and Honesty
Some people say that there is a lack of integrity and honesty nowadays in this world. How we yearn for sincerity and truth. This is said to be most true in the political arena and showbiz circles.
Amu man ni ang daw abi mo maayu basta may atubang nga kamera or may mikropono.
Integrity is most commonly understood as honesty and it is about being real, true, trustworthy and credible. If one has this, he would be listened to, followed, trusted and believed by the people.

. It is an honor and a privilege to be chosen from among 700 applicants representing more than 50 countries and all 6 continents to be a participant and official delegate for the Global Intergenerational Leadership Training Programme. I was told that I am the only Philippine elected delegate for the event just like when I was also chosen to participate in last year’s Asia-Europe Young Leaders Symposium in Denmark.
My official travel to such events is also in line with my role as the Chairman of the Committee on Domestic and International Relations of the Iloilo City Council. I am tasked to build good relations with various entities within the country and elsewhere.
More than just building alliances and networks, these training programs also become beneficial to enhance leadership skills for the benefit of the people we serve. In my case, these are the people of Iloilo City.

Attention to Details
Being meticulous is something that was an attribute of women some people say. They are the one who make sure that each minute detail is well taken care of. This is probably the reason why it has been observed that majority of the workers for electronics are women. It could also be noted that secretaries are women. Nowadays, it seems that this is just a stereotype because apparently giving proper attention to details is something that should be done by everyone regardless of gender in order to be successful.
It is just like a person showing you a bond paper. It is all clear and clean but you noticed there is a dot on one of its edges. We as consumers, spectators, members of management or whatever role we have focus on what is lacking or what seems to be not right in what we see or hear. It’s also like listening to a speech and if there was a word that was not pronounced well, that’s what gets our attention.

Value of Endorsements
Endorsement as defined by Microsoft Thesaurus is backing, support and approval. Endorsements are valuable in daily transactions such as when we need the approval of our boss, immediate superior or other accountable officers of our organization so that a go signal for a proposed project or even payment of supplies or services can be obtained. As this is true in private businesses and government transactions, most of us always equate the word endorsement to political support or product marketing.
Pirmi ta gakaisip nga kung ginaendorso ang isa ka tawo or produkto sang isa ka indibidwal or grupo makahatag ini masmapag-on nga rasun kung nga-a suportahan ta ang ginaendorso. Siguro bangud kay masaligan o palangga ta ang gaendorso or nanami-an lang gid kita sa iya o sa ila amu na madala man kita sa pagsuporta sa ila ginasuporta.
We have heard and seen celebrities and even political personalities who endorse particular products. Their fame, charisma and influence has made the product or person they endorse more endearing to the public and has made that brand stronger in terms of name familiarization and product support. I would like to think of such as a sort of networking kind of businesses since the chosen endorser has his built in supporters and well made image and reputation that can help a person or product to be endorsed. Marketing studies show that we believe in someone we trust who can give a good word and endorse something for us. It’s like a full blown “word-of-mouth” advertising and testimonial that will lead others to follow the endorser’s lead.
Endorsements put the name of the endorser on the line while the one being endorsed is at risk of succeeding or failing. What is important to take note of is that we should not only rely on endorsements but we should make sure the product that we sell or we ourselves are good on our own and on its own that endorsements are just a bonus to the marketing mix.

Keeping Things Real
We have always heard the words, “what you see is what you get”. How many people do we know especially in certain careers do we trust that they will keep their word and walk the talk? How many people that we meet and have met in our lives do we really know and who acts consistently even behind our backs?
We yearn to have real people surrounding us especially in our most trusted circle. We want a person with integrity and who also displays loyalty. When we find people like that, it is best to find ways to keep them in our lives.
Gapangayu gid ako sang pag-intyende sang tanan nga tagaSyudad. Public and Private Partnership
Even before entering public service, I have been a believer in building alliances, networks and partnerships that could lead to benefits, good results and progress for a particular community. Until now, my belief in cultivating great partnerships stays and is even strengthened.
Kinahanglan man ang suporta kag pagUGYON sang pribado nga sektor.
The partnerships that I am blessed to have (and are increasing as time passes) are a big factor that made my numerous special projects successful. I am very thankful of their trust and confidence in me as I together with my staff and team organize activities and events focusing on particular areas and target markets for the benefit of the Ilonggos.
Speaking of special projects this June, another Life Expectancy eXchange (LEX) Mission is scheduled for the District of Lapuz. Another major special project which is scheduled this coming July is the 1st Livelihood and Entrepreneurship eXchange (LEX) Training Program which will train individuals on developing interests and skills that can lead to a possible livelihood for them such as cell phone repair, cooking and bartending. Information regarding such projects will be discussed in detail soon. Aside from these projects, another special project is scheduled for August, two in September and two in October. November will have one major and we will end this year with two more special projects. These projects will not become successful without the support of private organizations and individuals who believe in good endeavors.

Investing in Continuous Education
We have always heard the clichés “nobody has the monopoly of knowledge” and that “we learn from people and experience on a daily basis”. It is but a humbling admission that we are not all that great and intelligent even if one has already finished a professional degree.
It is said that to better ourselves and to have an edge in today’s very competitive environment; one should find ways to improve his skills and develop more skills and talents. As such, taking part in seminars focused on developing specific skills to become more effective in one’s career is definitely something good for the individual, the company and the people one serves. It is not a waste of time or a belittling of one’s competency but rather an acknowledgment that there is always room for improvement.
In the middle of May, I was pleasantly surprised with a text and email from the National Movement of Young Legislators (NMYL) that I was nominated and chosen to be one of the scholars of the Office of Sen. Pangilinan for a week long Leadership and Development Management Program in the Asian Institute of Management, an international school in Makati. It was a privilege and honor to be given the opportunity since it is a very good opportunity for learning and AIM has a very good reputation in terms of giving quality education to people of all Nationalities. This is my second time in AIM after my 1 month Basic Management Program that I took last 2003. I will be utilizing all of my honed knowledge and skills as well as my new learning to better serve Iloilo City.
Kung may tsansa nga makapasige pag-improbar sa atun kina-alam, indi ta gid ina pagpabay-an lang kay ang pag-ayo sang isa ka indibidwal makaresulta sang pag-ayu sang iban nga tawo kag sang komunidad man.

1st Labor and Employment eXchange (LEX) Fair
As Chairman of the Committee on Labor, Employment, Manpower and Placement, one of my roles as mentioned in the Internal Rules of Procedure of the Iloilo City Council is to handle job fairs and handle employment issues in the city. As such, the 1st LEX Fair was initiated and organized by the Office of Councilor LEX Tupas, POEA Region VI and Department of Labor and Employment in cooperation with SM City Iloilo, the Iloilo Hotel, Resort and Restaurant Association, ABS CBN Iloilo, AMA Computer College, Deocampos and PESO Iloilo City. This is a different kind of job fair since it is the first one that is specialized as it focuses on certain employment opportunities here and abroad for the most needed careers such as teaching, nursing, information and communication technology, broadcasting, seamen, human resource and hotel and restaurant management. Furthermore, being the Chairman also of the Committee on Domestic and International Affairs, I might feel bad when Ilonggos are forced to leave our City to work for another City within the country or another country to find greener pasture but it is a reality that we would want the best for our families. This is probably one of the reasons why some Ilonggos become overseas contract workers. They are said to be our new heroes as they have kept our economy strong and have supported countless of Filipino families. I salute them and value their hard work.
Indi masarangan sang gobyerno tanan. Kinahanglan man ang bulig ka pribado nga sector para maging masmadinalag-on kita nga tanan.

Sibling Relationships
Just recently, me, my only sister and my brother-in-law with their children plus my uncle went out of town to take a much needed break and a last minute R&R for the tail end of the summer season. It was a different kind of vacation for me since what I value the most out of the experience was not the vacation venue or the gimmicks in the place but the bonding time I had with my family members especially my sis.
Daw mahidlaw ka man sang tini-on nga ara kami tanan sa isa ka puluy-an kag updanay pirmi kag gaka-on pa midnight snack sadto.
Now, that all of us in the family are already of age, it feels good just to spend some time with my siblings once in awhile and bond with them. As they say, family will always be there for you and they will be there to cheer you at your time of glory and cheer you up at the time of loneliness or problems.
Let us value our personal cheering squad, our family members especially our siblings.

Malipayon nga Kapistahan Kabarangay
The month of May was full of festivities in the barangays and I am so honored and privileged to have been part of most of these events. The barangay event that really is closest to my heart is the Barangay Fiesta of my very own barangay where I reside in, Brgy. M.V. Hechanova, Jaro, Iloilo City. I have met a lot of people who have truly influenced me and in one way or another taught me something from the trisikad association members and officers, to the homeowners association officers and members, to the security guards, small business owners, urban poor members, organization association members, the little kid in San Isidro Village, to the young mom from phase II of Grand Plains, to the couple residing in the house beside mine, to the barangay officials, tanods, health workers, social workers, and the like. I am sincerely thankful of their warm welcome and utmost trust in me.Sa mga pinalangga ko nga kabarangay indi lang sa brgy. Tinguhaan ko gid nga pagaserbisyuhan ko kamu sang maayu kag husto.I believe that the projects of the city will not be successful without the support of the barangays. They are the most basic community and closest to the people we serve. Amu man na gani kung nga-a nalunsar ang Search for Excellence in Barangay Governance. Keeping Old Friends
A good and real friend is said to be one who is be able to keep and sustain long term relationships especially with his old friends. Maintaining any kind of relationship is a challenge but it is something worth working on since real friends are few.
Apparently, if a relationship started out well and was firmly established, regardless of the lack of physical presence and constant communication, the friendship will remain and may be as strong as ever. It’s so nice to reminisce the growing up days and the people who were with you through your up’s and down’s. Just recently, a good friend of mine who is also a scion of a political family visited Iloilo. It was nice catching up on lost time and I’m happy to see my friends getting established in their own careers and becoming successful.
I am blessed to have real friends who have been with me throughout the years. I am also blessed to have found new friends here in Iloilo City from my doctorate class, from my public service career and from the gatherings and events I visit. I hope to cultivate and strengthen these relationships so that I continue to have quality friendships.
I hope all of us will treasure and cherish these priceless people who come into our lives and let us value them and let us find ways to make them stay.

Another special project of my office was recently concluded. It is the Labor Experience eXchange Alternative Career Program. This project aims to give graduating high school and college graduating students the opportunity to listen to first hand experience from people from various alternative careers such as politics, broadcasting, entrepreneurship, police, fashion design, directing, etc. As such, it would aid them in choosing the right courses to take in college so as to avoid 2nd and 3rd courses and also for them to choose the best career they would want to have.
Ultimately the decision of what would be in store for us is up to us. Let us be responsible and accountable for our decisions.
The LEX ACP is the 1st of its kind in Iloilo City. For sure, this will definitely not be the last.
