Malipayon nga Kapistahan Kabarangay
The month of May was full of festivities in the barangays and I am so honored and privileged to have been part of most of these events. The barangay event that really is closest to my heart is the Barangay Fiesta of my very own barangay where I reside in, Brgy. M.V. Hechanova, Jaro, Iloilo City. I have met a lot of people who have truly influenced me and in one way or another taught me something from the trisikad association members and officers, to the homeowners association officers and members, to the security guards, small business owners, urban poor members, organization association members, the little kid in San Isidro Village, to the young mom from phase II of Grand Plains, to the couple residing in the house beside mine, to the barangay officials, tanods, health workers, social workers, and the like. I am sincerely thankful of their warm welcome and utmost trust in me.Sa mga pinalangga ko nga kabarangay indi lang sa brgy. Tinguhaan ko gid nga pagaserbisyuhan ko kamu sang maayu kag husto.I believe that the projects of the city will not be successful without the support of the barangays. They are the most basic community and closest to the people we serve. Amu man na gani kung nga-a nalunsar ang Search for Excellence in Barangay Governance. Keeping Old Friends
A good and real friend is said to be one who is be able to keep and sustain long term relationships especially with his old friends. Maintaining any kind of relationship is a challenge but it is something worth working on since real friends are few.
Apparently, if a relationship started out well and was firmly established, regardless of the lack of physical presence and constant communication, the friendship will remain and may be as strong as ever. It’s so nice to reminisce the growing up days and the people who were with you through your up’s and down’s. Just recently, a good friend of mine who is also a scion of a political family visited Iloilo. It was nice catching up on lost time and I’m happy to see my friends getting established in their own careers and becoming successful.
I am blessed to have real friends who have been with me throughout the years. I am also blessed to have found new friends here in Iloilo City from my doctorate class, from my public service career and from the gatherings and events I visit. I hope to cultivate and strengthen these relationships so that I continue to have quality friendships.
I hope all of us will treasure and cherish these priceless people who come into our lives and let us value them and let us find ways to make them stay.

Another special project of my office was recently concluded. It is the Labor Experience eXchange Alternative Career Program. This project aims to give graduating high school and college graduating students the opportunity to listen to first hand experience from people from various alternative careers such as politics, broadcasting, entrepreneurship, police, fashion design, directing, etc. As such, it would aid them in choosing the right courses to take in college so as to avoid 2nd and 3rd courses and also for them to choose the best career they would want to have.
Ultimately the decision of what would be in store for us is up to us. Let us be responsible and accountable for our decisions.
The LEX ACP is the 1st of its kind in Iloilo City. For sure, this will definitely not be the last.

The Value of Women
For centuries, women were seen and considered as 2nd class citizens together with the youth and elderly sectors. They had less rights and privileges as compared to men in the early generations. They were not allowed to vote, to study or to have office work. They were apparently basically seen as individuals meant to handle home concerns and just had to follow orders from men in their family.
Today, things have changed. Women now can vote and are even voted for sensitive and powerful positions in government. They now have doctoral degrees and even learn multiple languages. Some are even CEO’s of the well known and well respected companies in the Philippines and abroad. Truly, women have come a long way but it seems that each of the accolades and recognitions that they have were hard earned. They had to prove their worth and now they have made it.
Gender is not the issue in success or in reaching one’s dreams. It is about hard work and perseverance. One very important trait people say that Filipinos have is being resilient. It was a trait of being hardy, flexible, strong and durable which were usually associated with the male gender. Nowadays, resiliency is also something which a lot of women have.
Ginaplanu ko man mag-ubra sang isa ka pagahiwatun nga Model Ilongga or Most Outstanding Ilongga of the Year para tagaan pasidungog ang kaayuhan sang kababainhan. Kaupod ini nga planu sang pagubra sang Most Outstanding Ilonggo Youth kag Love for Elderly Excellence.
I have always believed in empowering the marginalized sectors in our society and of which the women sector is part of. Even in my office, I have women staffs who occupy important positions. I have seen them work and they do work well.
Tani indi lang subong nga bulan sang Marso nga bulan sang kababainhan natun sila tagaan importansya kundi sa adlaw adlaw natun nga kabuhi.

Dream Career
When I was much younger, my dream was to become a pilot. Maybe because I enjoyed traveling, meeting new people, learning new languages and cultures and I enjoyed the idea of being responsible for the lives of the passengers during the time of flight. There was also the idea of having a good sense of direction since the pilot will be traveling miles and miles above the skies. I was 3 years old then. The dream of becoming a pilot never materialized. Along the way, I discovered that I had a different dream career and maybe because there were a lot of factors that hindered me to become a pilot. I have astigmatism and it’s very expensive to go to aeronautic school. Aside from that, I have realized that I would like to be a man for others and I have found this in public service.
In terms of my course in college, I finished AB Economics in Ateneo De Manila University. I’m glad that I took that course so that I could get a new learning and develop new skills. I’m not a math wizard and maybe Economics has helped me understand math in a certain degree and has allowed me to understand the value of Economics in our everyday life.
I chose Economics not because that was what my parents told me to get neither because it was the “in” thing. It was a personal decision that I made because I wanted to focus on an area wherein I wasn’t great with which was math. I also wanted to understand the market, stock market and businesses. Was I able to use learnings from the course I chose? Definitely since I now have a certain level of understanding with how the economic world works and I also became a professor of Economics. Some people ask me, why I didn’t get a course which would have been much appropriate to my field of interest like Journalism and Political Science. Well, I love challenges and I always challenge myself to go for the road less traveled because I believe it makes one grow and it makes one stronger. Although, at present, since I would like to focus on so called strengths, I took and am still taking further studies in Public Management.
I believe that each of us is given opportunities to make good decisions that are life changing. We should be responsible and accountable for our actions such that we should always put in mind that we are the ultimate decision makers of our lives. Our family and friends are there to suggest but it will always be up to us. I believe that there are no wrong decisions made but maybe untimely and unfit ones. Thus, it is vital that we make well informed and well thought of decisions that will be most beneficial for our future.
Para sa kauswagan sang Siyudad sang Iloilo, UGYON Kabataang Ilonggo, UGYON Iloilo. Ilonggos are worth working and fighting for.

Unexpected Times
Forecasting is a tool being used to project and predict upcoming trends and events to safeguard one’s business or image but because of the fast changing times, apparently, the unexpected is not put into consideration and that makes a major difference.
Who would have thought that the next US president can possibly be a black man or a white woman? It was aptly mentioned by John Stuart, host of the Daily Show, when he hosted the Oscar’s that such a situation is only possible on TV or the movies and jokingly mentioned that the scenario would be that the Statue of Liberty will be bombed or the US is being attacked by aliens. It is also quite interesting to note that Sen. Hillary, former first lady, was the widely expected Democrat nominee not until Sen. Obama came into the picture.
In our local national scene, who would have thought Sen. Trillanes would win even if he was behind bars and no survey even showed that he was in the winning circle. On the other hand, who would have thought that certain establishment and incumbent national leaders would lose given their exposure and consistent high rankings in the surveys. In terms of technology, who would have thought that cellular phones would be an important part of our daily lives, we can watch TV on our mobile phones and internet websites like friendster and myspace would be an effective tool of meeting old friends we’ve long lost contact with.
In a more local scene such as here in Iloilo, who would have thought that a possibility of having two congressional districts can happen in the next few years (given that the requirements are met) and who would have imagined that the new airport of international standards would be completed (given the debates about having such). Furthermore, we now have a fly over in the city.
Truly, these new things in our world have affected our everyday lives and it seems that there are more to come. What does this say to us? Things happen. Every minute or second even matters. So many things can change and what truly is permanent in this world is change.
Ilonggos are worth working and fighting for.

I would also like to greet each and every Ilonggo a blessed Holy Week. I hope we use this time to reflect on the things that have happened to us, God’s blessings, the challenges we have faced and to focus on developing a better relationship with God through our religious and spiritual life.

High Technology Courtship and Relationship
Sang sadto nga tini-on, amu to ang normal nga gakatabu.
With the advent of modern technology, the expression of one’s affection or love for another maybe shown in a different way or form. What is said to be the most common way is through text. It is the fastest, most instantaneous and spontaneous, and cost efficient way of reaching a potential mate whenever and wherever she is. Someone could send his own words or forward a text to a future special friend. In a way, it removes the hours of “telebabad” which parents usually don’t like. It apparently also speeds up the courtship phase. Furthermore, because of 3G, location locator and picture messages, it adds to the spice of the courtship. Some even go to the extent of advertising their cellular phone numbers in order to gain textmates. Also, getting a cell number of someone one met at a certain place or event is one of the ways a courtship and a relationship will start.
Another way is through the internet via messenger options. It provides an avenue for chatting which goes beyond boundaries and limitations. It is also an inexpensive way of talking to a person since it has phone options. Aside from that, one could also use a web cam so that the person who might be miles away can be seen.
Websites found in the internet also serve as ways of finding a companion in life. There are sites that match one person to another and there are also dating sites. One of the most used website of the young generation is http://www.friendster.com/. It features information, pictures, comments of other friendster users, personalized songs, etc. It also shows how one is connected to another through their list of friends.
Don’t get me wrong. I am definitely open to new things but when it comes to matters of the heart, I might be still be the traditional romantic.
Sa mga kabataan, let us know when is the right time for anything. Let us always know our priorities and when it comes to love, let us make the most appropriate decision. Choosing the person who will be with us for life is the most important decision we will ever make because everything that happens next will be affected by that decision. In terms of modern methods of communication, let it be used as a way to make the love grow since it is the most convenient and inexpensive way of keeping the love alive regardless of the distance. Let us continue to pray and hope for that right person who will come to our lives and to stay with us.

The Good Life
Almost all of us dream and yearn for the good things in life. Cool cars, great gadgets, cozy home, an awesome lifestyle, to name a few, are some of the things in life that some people long for. Who wouldn’t? A comfortable and good life is something that most people wouldn’t say no to.
Young people usually strive hard to reach such as exemplified by trying to even get the best cell phones and ipods at an early age by saving up and even getting some summer jobs just to have those gadgets. Seemingly, it becomes a statement of whatever sort to the youngsters. Well, there is nothing wrong with working hard to reach one’s goal or dream. I would like to think that whatever good things that happen to a person or the good things that result because of such are commendable especially if it is due to determination, perspiration and passion. What might be troublesome for others is if one becomes too focused on oneself and forgets that there is much more to life than just satisfying one’s needs and desires. Well, one could say that charity begins at home or with oneself before it is shared. What would one share if he could not even meet his personal basic needs. This is true but when it comes to desires it might be unending.
I do not take anything against those who are successful and I even admire them as they serve as inspiration to the youth of today that nothing is impossible when you put your heart into it. As long as you deserve what you have and what you have become, there’s definitely nothing wrong with it. On a more humane side though, if we reach a level of success and good fortune, I would like to think that it would also be good to share some of the blessings we have received. Some religions peg it at a certain rate for donations of their members and some would just depend on the willingness of the individual members. Regardless of what race, culture or religion one belongs to, I would tend to believe that all of us share in the responsibility to help others in need and also to be of service to the community we live in.
I would also even go to the extent of believing that the good life is just a by product of each person’s desire to have a competent financial standing and to provide a good future for his/her family.
Nothing good comes easy.

Managing Expectations
We have certain expectations from our family, loved one, friends, gadgets, work, leaders, etc. This could be due to their reputation, image, hearsay, qualifications, positions held, promises made, etc. I don’t see anything wrong with having expectations but the problem is if we expect too much because it might lead to disappointments due to unmet expectations.
This unmet expectation situation has happened even in hyped movies that get the interest of the movie goers only to get bored of the movie when it is already showing. Same with a person you idolize or want to meet up and then you realize that the person isn’t all that. It also is the same with gadgets that are advertised with so many features and when you get one, it’s not as user friendly as you think it is. We then feel we’ve been misled, taken advantage of, made to believe something which isn’t true or we just fooled ourselves of believing such.
The feeling of disappointment some say could even lead to trauma or worse to depression. To avoid such, we have to learn to manage our own expectations and also to manage other people’s expectations. First, let us not believe in anything and everything we hear and what is told to us. Let us take some time to absorb what we have heard and then analyze the person or who said it. Know the person or the company’s background and get to know how the words were communicated. Screen it if it was said in jest or in a serious manner. Simply put, don’t take anything hook line and sinker. Second, as much as possible, let us not rely too much on other people. Let us make decisions for ourselves and take the initiative to make sure things are done well by doing research and follow ups. As such, we avoid situations of disappointment as well. Third, on our end, let us not promise something we couldn’t keep as this will affect our integrity and reputation. Whatever happens, as much as possible, keep your word. Finally, let us not believe in hearsay, paper qualifications and image. They may be good to know but actions and face to face situations will truly show what is real. Some of it might just be made up or built up but it falls short of expectations.

Of Gadgets and Being High Tech
The youth of today are said to be the ones that can make change and support a lot of innovations. This apparently is said to be true because of the young people’s yearning for convenience, movement and improvement. Furthermore, they are also said to be the ones who attune to the changing times.
A long time ago or so it seems, people communicate through phone calls from landlines and send letters through snail mail. At that point of our history, when one wants to meet up in a certain place, you would mention specifically where and what time. In the instance that one would be stood up for one reason or another, information of such wouldn’t be known until hours or even days. Just like when sending letters, it takes a lot of time and effort going to the post office just to send and receive messages. Today, communication has never been as convenient and as instantaneous. Our country is said to be the texting capital of the world. We send messages wherever and whenever and people we send it to, receive it within seconds. Now, staying up late won’t worry our parents or our loved ones as much since one text can appease their concerns. In terms of sending letters, the email has already been the common and fastest way of doing such. Speed of information and speed of response seems to be the trend nowadays.
We’ve talked about some of the basics on communication but it doesn’t stop with just that. Young people seemingly would like something more from their cellphones and emails. Cellphones now are not just a form of communication but also a symbol of status and a fashion item. It also now serves as a camera, an organizer and some cellphones also serve as mini computers. With regards to emails, it now also has instant messenger features like Yahoo Messenger, AOL, ICQ, etc. More than that, you could also see the person you are talking to even if he/she would be thousand of miles away by having a webcam.
We’ve only mentioned just two high tech items being used in a young person’s daily life and there’s more. Pictures are said to be for keeps and focuses on the memory lane. Before, one had to buy a film to use, then develop the film to get the pictures after which one will have a sort of album to keep these pictures. Now, there’s the digicam that keeps thousands of pictures depending on the camera’s memory card size. These jpeg or soft copy images could then be downloaded to a laptop or be uploaded to internet albums like friendster, myspace or page maker websites. For the music lovers, the Ipod has replaced the big radios and the walkman. With such, people can bring this mini music player anywhere and can also record hundreds or thousands of songs from the internet. For the movie collectors, watching their favorite films would be more enjoyable with the home theater system especially their flat screen TV’s. A Television now can be hung on a wall just like a picture frame which saves space and looks great. For the movie makers, a videocam now can also serve as a digicam at the same time while also having hard disk drive removing the need for video tapes or cd’s. These are just a few of the new gadgets and techie items that people especially the young ones enjoy.

Even though that the TV program has reached a certain level of success and we are very humbled and thankful of such, the production team is trying to bring more innovations and changes to improve the program. One of which is the launch of the new segment LEX Talk. This segment is where the well known or controversial local, national and international personalities are asked never been asked questions. It serves as an avenue to get to know certain personalities more and maybe also in a different light. The segment LEX Talk started in our radio program last January with first guest, Sen. Chiz Escudero, who gamely answered the “LEX ask” questions. Just recently, in our TV program, we have launched the LEX Talk segment with first guest, Sen. Mar Roxas who candidly responded to our questions which was then followed by the next guest, Ambassador Borge Peterson of Denmark to the Philippines. Again, we thankfully got a lot of good comments from our radio listeners and TV viewers. We may not be able to please everyone, but that is a reality that we have already accepted. The production will try to give you our viewers and listeners more exciting revelations from various personalities and we will also continuously introduce innovations and changes in our tri-media program. Maybe in the near future, we will also be having LEX Talk here in NewsExpress.
As we continue to try to serve you our readers, radio listeners and TV viewers, we hope to get information from you who you would want us to feature and what questions would you like us to ask. We, in the production, believe that what you will tell us are valuable insight and information that will be used to improve our program.

LEX Talk
The One
Today is the day of the heart. It is a special day for people to express their special concern to those who they value the most. Some say it takes some time to find that special person for each of us. Some are very lucky to find the one very early but it might take a lifetime for some to find that permanent love.
I have been in five serious relationships in my life. The longest lasted for four years and the shortest lasted only for six months. I always wished each one would be my permanent girlfriend but maybe she was only Ms. Quite Right. I might still have to wait patiently for Ms. Right.
Pareho sang kadam-an, naeksepryensyhan ko ang kasadya kag kanami sang pamatyag nga may inspirasyon. Pareho man sang halos tanan, naeksperyensyhan ko man ang pamatyag nga madula-an sang ginpalangga o nadula-an sang pagpalangga sa isa ka tinuga.
We aren’t getting any younger. Each of us prays, wishes and hopes to have that special person in our lives the soonest. In my case, I would really want to find the one as soon as possible. I trust that in God’s time she will come into my life, a woman who will be able to stand up for herself and will be able to stand up for her man. I am looking for a woman who would be intellectually stimulating, have good public relations skills as well as excellent communication skills, and someone who will be able to understand the career that I have chosen. Some of my friends say, I have high standards when it comes to the woman I would want to spend the rest of my life with. Well, isn’t anyone of us allowed to dream and to hope for the best? I always believe that settling for something less shouldn’t be an option because you wouldn’t be fair to yourself or the woman you settle with.
Maybe in the next few days, months or years, she will come into my life. Maybe I will get to know her at the time I least expect it. Maybe she’s just around and I haven’t just given her a second look. Those are all uncertainties but what is certain is that when I find her, I’ll do my best to be able to keep her just as I will do my best to serve the City of Iloilo with the position and responsibility that was entrusted to me.
Sa mga pamatan-on kag kabataang Ilonggo, wala gid sang malain ang magpalangga kag maghatag oras sa paghigugma pero indi ta man pagkalimtan ang mga responsibilidad ta sa atun kaugalingon, pageskwela, trabaho, pamilya kag komunidad nga ginaistaran. Lain nga kasadyahan ang hatag sang kada isa mapaubra, pamilya, pinalangga kag iban pa man ina.
Happy Valentine’s Day to one and all…Showing love and giving importance to others shouldn’t only be a once in a year event but something we can do on a daily basis.

Political Realities
Public service has always been my passion since I was a child. Many have never thought I would end up as a public servant, including some members of my family, because I was not quite vocal of my interest back then and I was too shy to speak in front of a lot of people. Fast forward to 2005 when I felt that I truly had this burning desire to serve Iloilo City and that I was willing to face anything that was thrown against me, my family and friends slowly but surely saw me in a different light. My family and friends saw the potential in me and believed in my capability and capacity to serve Iloilo City as I ran in Iloilo City which was not considered a bailiwick, and none of the members of my family and friends could vote for me. After seven months in office and a very taxing two month campaign, I have been faced with some realities in politics.
For the past few weeks, a lot of big events have hugged the media headlines. On the international level, the US Presidential Primaries have gotten my attention and interest. Apparently, people there are more focused on issues rather than on personality. It is quite interesting to note that even if someone does not have national prominence initially can be given the opportunity to prove his/her worth for a particular position he/she is interested to run for. It seems that it does not matter who came first or who has served the longest but it would be more of, who has done the best in the time he/she was entrusted with a particular authority. On another note, it is also noticeable that the candidates there do a lot of hard hitting strategies to discredit another but are still able to remain in one political party. On a national level, a lot of us were glued to our TV sets or radios as we watched and listened to the events unfold in the battle for House Speakership. In that instance, it looks like there were changes in affiliations taking place, for one reason or another. Truly, nothing is permanent in politics.
Realities are actualities. It reveals what is truly happening. Some people say there is a reality in politics that there are few genuine people and real friends that can be found and kept. Maybe such is true, but let us continue to hope and believe that there will always be real people and true friends in a profession which seems to lack such, just like in politics.
Ilonggos are worth working and fighting for.
